Training requirements

HIPAA training is required for all members of the Yale community who are affiliated with the School of Medicine, School of Nursing, Department of Psychology Clinics, University Health Services and the Benefits Office. Sounds simple but questions about training remain some of the most frequently asked.

What determines the departments that need to be trained?
The regulations define who has to comply with HIPAA, including the training requirement, to include those involved in providing and paying for healthcare. At Yale, these activities occur in the School of Medicine, School of Nursing, Department of Psychology Clinics, University Health Services and the Benefits Office.

Even though I work at the MedSchool, I’m not involved in treatment so I guess I don’t have to be trained.
Wrong. Although the regulations define the activities which make some areas of the University subject to these rules, by virtue of working in these areas you may be exposed to health information and thus you too must be trained.

HIPAA only applies if the information is sent electronically. If I unplug my computer, I won’t have to do the training!
Wrong. While it is true that certain electronic transactions are required for HIPAA to apply to Yale, even if you do not actually perform them personally, others at Yale do.

I can’t do the on-line training without a net-id. What’s a net-id?
The Yale on-line HIPAA training is set up to track who has completed training in a database. In order to be able to consistently identify who has completed training, the database makes use of your net-id. Net-id’s are assigned by the University and each net-id is unique to each member of the Yale staff. Using net-ids allows us to make sure that we know which “Mr. Smith” has done the training. What if I don’t have a net-id?
While the on-line training is the preferred method of training, we realize that there are individuals who may not have a net-id or may not have access to the on-line training. For individuals who are involved in research, there is a guide book at http://info.med.yale.edu/hic/hipaa/index.html which provides guidance on applying HIPAA in the research context. For temporary staff or others who have minimal exposure to health information and who can not do the on-line training, there is a similar guidebook at http://www.hipaa.yale.edu/training/index.html Both booklets have a certification page at the end which can be signed and sent to the privacy office where it will be logged into the database.

How do I get a training certificate?
Individuals who have completed the training can get a copy of their transcript at www.yale.edu/training Please remember that it takes about a day for the information to be transferred from the database to the website so your transcript will not be available immediately.
